Perhaps, since NAFTA has harmed USA, he means like that, but I doubt it... he
probably
means just as when Japan offered the "Greater East Asia co-prosperity Sphere" it
became a
pretext for war, Pascal was threatening the Chinese not to grow wealthy.

No, China does not need to join the WTO, but will, because it's a great place to
work out
deals that harm the USA consumer.
