whats wrong with his argument? a country/community SHOULD be able to grow their own staples.

The argument is he recommends government action, the shortage is due to government action, more government action will not solve the problem. The only policy that will work is to end all subsidies and restrictions, and there will be no food shortages. At that point whether or not the food is domestic or imported will be irrelevant.
