Here is a good article explaining why Mexico stays poor, and it shows how the IMF and World Bank do it... but then they call this abuse "free trade." Sigh... since when is managed trade, free trade? It is either, or. If the IMF and World bank are involved, it is market socialism, not free trade. This is good to read, so you can see what our politicians have done to Mexicans, they are now doing to us.
