A New Hong Kong in Hawaii?

It ran into trouble, but this seems to be gaining momentum:
The state of Hawaii, with strong support from the federal Department of the Interior, favors a plan to create a new entity, something like an Indian tribe, that would give those who can show Hawaiian ancestry the right of self-determination, leading to the status of a sovereign nation.
The Puyallup Indians have a seaport and airport already on their territory.  If at first you don't secede, try try again.

If the Puyallup Indians do form their own nation then hopefully they won't build casinos. This would be a chance to prove to the world that an Indian tribe can build something of greater economic significance instead of a money pit for the vices of chronic gamblers.

I believe the gamblers came to the Indians with the idea of gambling, not the other way around.... yes, it would be nice to see them take the lead in finance, medicine, education, housing and other things that thrive in a free market.
