Fear of climate change is socially conditioned, something the Russians have been spared. We cannot have truth-speaking politicians because too much is at stake. On the other hand, by being an "outsider" Putin can call it:

But it is not real, so we simply come up with a wealth-transfer plan to match the fraud.

The new crisis is "global warming" and governments love crises because it gives them an excuse to spend. However, global warming or not, Russia is happy that the arctic ice cap is shrinking because it is opening up new shipping lanes.
