Your question "Do you think so?" Have "central planners" government or any
bureaucracy for that matter ever been able to "control" ANYTHING fairly or
equitably, cost effectively, better than private enterprise, especially if
left alone without fetters? No. It's an idealistic dream much akin to
socialism.
