I think you are right, and if you have them turn off the lock while here, I
think there probably will be some catch and fee for doing this.

By the way, on my 2nd last day in China, my cell phone was stolen by a
Chinese teenager girl with her mom standing right there watching. I
discussed this with a security guard. He said she will probably take the
sim card out and have it unlocked, and then resell it with a new sim card.
So they know how to unlock it, and so much for the underworld of the black
market.
